Beyond the Awards: Untold Story of Gov. Dauda Lawal’s Emerging Governance Framework in Zamfara State

The footmarks of Governor Dauda Lawal in the political space of Zamfara State can best be described as visionary and result-oriented, having transformed the state’s landscape with life-changing projects that provide basic amenities, rejigged the security framework to restore safety, and boosted the economic status of citizens in over two and a half years of purposeful leadership.


His administration reflects a renewed commitment to transparency, inclusive governance, and sustainable development that leaves no community behind. As a result of these bold reforms and measurable impacts, the story of Zamfara is steadily shifting from uncertainty to hope.

His sterling performance since May 29, 2023, has consequently earned him three prestigious “Governor of the Year 2025” awards from leading Nigerian newspapers, namely The Sun, Leadership, and New Telegraph. These recognitions underscore his generational impact, national relevance, and outstanding service to humanity.


The poor ratings of Zamfara State are now firmly in the past, as his administration, under the banner of its “Rescue Mission,” hit the ground running from day one, and engineered a decisive turnaround across critical sectors such as education, healthcare, infrastructure, urban renewal, security, food production, and workers’ welfare, despite inheriting a lean state treasury.


This transformation did not happen by chance. His bold delivery of good governance was anchored in strategic planning and shaped by years of banking and entrepreneurial experience. Today, the state stands with an impressive performance scorecard, achieved without dependence on Federal Government bailout funds. This serves as a testament to prudent management, fiscal discipline, and visionary leadership.


Education Reform and Human Capital Development

Education has emerged as a central pillar of the reform agenda. In 2025 alone, more than 2,000 teachers were recruited and trained to improve instructional quality across public schools. The recruitment drive sought not only to address workforce gaps but also to strengthen foundational learning outcomes.


The six tertiary institutions in the state have received direct funding interventions, alongside the construction of new ICT centres in most of them. These upgrades reflect an effort to modernise academic infrastructure and expand access to digital learning tools, positioning institutions to better meet contemporary educational standards.


Additionally, outstanding scholarship obligations owed to Zamfara indigenes studying abroad in India, Cyprus, and Sudan were settled. This enabled affected students to complete their academic programmes without disruption and signaled renewed commitment to educational continuity and human capital development.


Healthcare System Strengthening

Healthcare delivery has also seen targeted investments. Infrastructure upgrades, personnel support, and improved service coordination form part of a broader strategy to expand access to quality care. These interventions are designed to address longstanding gaps in service delivery while building a more responsive public health system.


The approach reflects a recognition that sustainable development outcomes are closely tied to improved healthcare access and institutional capacity.


Aviation and Strategic Infrastructure Development

A significant milestone within the infrastructure agenda is the ongoing construction of the state’s airport. Alongside this, an 80-kilometre access road is being developed to connect the facility to key transport corridors, which will enhance mobility and accessibility once completed.


The airport project is positioned as a catalyst for economic activity, investment inflow, and regional integration. Beyond aviation, ongoing infrastructure renewal across sectors reflects a coordinated development framework rather than isolated capital projects, demonstrating a long-term approach to sustainable state development.


Security and Military Equipment Commissioning

Security remains a top priority in Zamfara State. In February 2026, Governor Lawal procured 25 highly sophisticated Armoured Personnel Carriers (APCs) to enhance troop protection during deployments in high-risk areas. The vehicles were commissioned by Gen. Christopher Musa (Rtd.), Minister of Defence, reflecting strengthened collaboration with the federal government.


Other security interventions include deployment of an 80-kilometre endurance surveillance drone, capable of covering 50 km and operating continuously for eight hours, improving reconnaissance and real-time intelligence; operationalisation of the Homegrown Community Protection Guards, with 60 fully fitted Hilux vehicles and motorcycles for rapid response; distribution of 150 Hilux vehicles to security forces, including the Nigeria Police, DSS, NSCDC, and others, alongside 20 Toyota Buffaloes (10 armoured, 10 soft-body) and over 600 specialised motorcycles for swift operations in challenging terrains, and the establishment of the Zamfara State Security Trust Fund, providing predictable support to security agencies and strengthening coordination with the Armed Forces, Police, and other federal security bodies.


These measures have significantly improved operational readiness, situational awareness, and grassroots intelligence capacity across the state.


Strengthening Traditional Institutions

Engagement with traditional institutions continues to be a cornerstone of community-based governance. The conferment of the traditional title Sarkin Zamfaran Anka during the inauguration of the reconstructed Emir’s Palace symbolised renewed recognition and partnership.


Dedicated offices for the Hisbah Commission and the Community Protection Guards were commissioned to enhance operational coordination and accountability. Similar projects have been inaugurated in Tsafe, with additional developments planned for Kaura Namoda, Moriki, Bungudu, Bukkuyum, and Zurmi, all scheduled for completion before the year’s end.


These initiatives reinforce local security architecture and strengthen the presence of traditional institutions across the state.


Governance, Fiscal Discipline, and Institutional Reform

Beyond sector-specific projects, the broader reform trajectory reflects emphasis on fiscal discipline, administrative coordination, and policy continuity. By combining infrastructure investment with structural adjustments, the administration appears focused on embedding reforms within institutional frameworks rather than pursuing short-term visibility.


This governance model seeks to restore public confidence, strengthen service delivery systems, and establish measurable performance benchmarks across ministries and agencies.


In conclusion, the triple recognition as Governor of the Year 2025 by The Sun, Leadership, and New Telegraph reflects broader acknowledgment of reforms implemented across key sectors in Zamfara State.


While the long-term impact of these initiatives will continue to unfold, the policy direction thus far signals a deliberate effort to institutionalise stability, expand economic opportunity, and strengthen public institutions. In that context, the awards reflect not merely ceremonial distinction but validation of a reform agenda aimed at sustainable governance and structural renewal.
