EXCERPTS OF THE MEETING OF THE STATE EXECUTIVE COUNCIL (ENLARGED) OF THE AKWA IBOM STATE GOVERNMENT HELD ON THURSDAY, DECEMBER 28, 2023, AT THE EXECUTIVE COUNCIL CHAMBERS OF THE GOVERNOR’S OFFICE.
The meeting commenced at midday and was presided over by HE the Governor. In attendance were HE the Deputy Governor, the Secretary to the State Government, the Head of the Civil Service, Honourable Commissioners and Special Adviser, Chairmen of Boards and Commissions, and Permanent Secretaries. The Speaker of the State House of Assembly came to witness the signing of the 2024 Appropriation Bill. He was accompanied by the other Principal Officers of the Assembly, the Chairman House Committee on Appropriation, and the Clerk of the House,
SIGNING OF THE 2024 STATE APPROPRIATION BILL BY THE GOVERNOR
HC-Finance informed the Council that the bill passed by the House had adjustments that were necessarily introduced during the legislative engagements that the parliament undertook. The Attorney General and Commissioner for Justice thereafter presented the Bill for the Governor’s assent. The Governor appreciated all the persons and institutions involved in the budgetary processes for the swift but detailed work that has led to the timely passage of the budget. He thereafter granted assent to the bill.
REVIEWS AND DECISIONS:
1. HC-Transport informed EXCO that the Nigerian Navy through their subsidiary, the Naval Shipyard Limited will be responsible for the building of the Passenger/Cruise Ferry Boats for the State Government. He also intimated Council that the Chief of Naval Staff would personally attend and undertake the contract-signing event for the boats. This move is intended to revamp a safe and comfortable water transport, in preparation for the full engagement of the State’s blue Economy potentials.
2. HC- Internal Security and Waterways informed that the State has purchased 14 gunboats which will be commissioned tomorrow, Friday, 28th December 2023 at the NNS Jubilee Jetty, Ikot Abasi.
3. An updated report on the Akwa Ibom Model Farm at Nsit Ubium was presented by HC-Agriculture and Rural Development.
4. EXCO ratified the award of contract for the reclamation and construction of ravine control facilities at Etim Umanah Street and environs, and Emergency Intervention Works at 2 Gully Erosion sites within Uyo metropolis.
5. HC-Education reported that subvention of N394m for 1st term 2023/2024 has been paid; payment of Education Trust Fund for Students with Disabilities is ongoing (32m out of 100m); production of 1,000,000 exercise books; uniforms, and shoes for pupils in public primary schools is ongoing.
6. HC-Works and Fire Service informed that the administration has spent a total of N24.9 Billion on road construction since its inception.
7. HC-Culture and Tourism presented a report of the Christmas Carols and the Christmas Unplugged. EXCO commended HC-Culture and Tourism and his team for excellent planning and rollout of the events. They were charged to ensure that the concluding events are properly managed. The committee was asked to undertake a comprehensive review of the events and improve on the gaps noticed.
